I think the answer is yes since he has lots of fans all over the world.He has to promote his ENGLISH in order to negociate with fans.

I think he can speak English but fluently.  It's really hard to speak English fluently if you haven't been using it everyday.
In Thailand, English has been taught in school since the elementary school specially reading and writing.

I think he can speak english.We can't discuss the queation all the time,IF we really love he,We should support him whatever and wherever!

I guess Tik could communcate with his fans a little bit ,but not fluently

because of  he is tik .
